Deputy Chief of Police,
Wheaton Police Department, IL, USA
Editorial Board Member of Ethics in Policing

I graduated from Southern Illinois University in 1975 with a Bachelor's Degree in Administration of Justice. My first law enforcement position was as a Deputy Sheriff with the Will County Sheriff's Police in Joliet, Ill. where I worked until 1978. I then became an officer with the Los Angeles Police Department (LAPD) where I served in a number of positions including field training officer. During my time with the LAPD, I completed my Masters Degree in Public Administration at California State University in Fullerton, California. In 1986, I returned to Illinois to become the Chief of Police with the Thornton, Illinois Police Department where I applied to good effect the concepts of ethical, principal and community based policing.
As politics in a small town can get unbearable, in 1992 I took a position with the Wheaton Police Department as Patrol Commander. I was promoted to Deputy Chief of Police in 1996 and remain in that position today.
I graduated from the F.B.I. National Academy program in 1995 and am currently completing course work on a Ph.D. in Political Science at Northern Illinois University. I have lectured at various academic centers and currently I teach part time as an adjunct faculty member of Judson College in Elgin, Illinois.
