Quebec City officers face trib
Three Quebec City police officers who handled the case of Simon Marshall, a man wrongfully accused of being a sex predator, will face disciplinary hearings before an administrative tribunal.
The three are a retired lieutenant, Luc Barrette, a retired detective sergeant, Raymond Matte, and Detective Sergeant Hélène Turgeon.
The Quebec Police Ethics Committee, an independent civilian tribunal, this week cited the trio on 11 breaches of the provincial police code of conduct.
All three are accused of abuse of authority and failing to respect the authority of the law.
They were involved in one of Quebec City's most notorious miscarriages of justice.
Mr. Marshall, a mentally troubled man who tended to confess to acts he didn't commit, spent five years in prison for a series of sexual assaults but was later cleared by DNA tests.
The Quebec Court of Appeal last fall quashed Mr. Marshall's convictions after the Crown conceded that the confessions he gave to police were unreliable.
The ethics committee's citations single out Mr. Matte for his role in questioning Mr. Marshall to obtain his confession, and Detective Sergeant Turgeon for coaxing witnesses into picking out Mr. Marshall in a suspects' lineup.
