PORTSMOUTH, Ohio -- Portsmouth Mayor Jim Kalb fired Police Chief Charles Horner this afternoon in response to an investigation that accused the chief of abuse of power and obstruction of justice.

Kalb declined to answer any questions about his decision. Horner, who was placed on paid leave May 23 after Kalb ordered an outside investigation, had denied the allegations.

An investigation by a retired FBI agent and a retired deputy U.S. marshal found that "several instances of misconduct and abuse of power occurred" while Horner served as police chief of the Ohio River city.

Six NegOcc cops guilty of simp

The six policemen caught having a drinking spree inside a police station in Negros Occidental have been found guilty of simple misconduct, the provincial police office said Wednesday.

Chief Inspector Rico Santotome, Negros Occidental police spokesman, said the provincial police leadership has ordered the forfeiture of the seven-day salaries of Senior Police Officer 3 Ramon Macaya, Police Officer 3 Noel Joquino, Police Officer 2 Edward Gayuma, and police officers 1 Jonjer Yap, Gecel de la Cruz, and Joseph Caballero.

The six policemen were caught by an inspection team of the Negros Occidental police having a drinking session inside the Ilog Police Station last February 22.

The NOPPO inspection team has been making surprise inspections on police stations in the province to determine the alertness of their personnel in case of emergency situations.

The policemen have also been ordered to attend a 15-day moral recovery and transformation seminar at the Western Visayas Police Regional Office in Iloilo City.
