Drug bust leads to huge police
The investigation that exposed an allegedly corrupt Virginia sheriff's department began with a package containing vials of a date-rape drug.

Although Drug Enforcement Administration agents didn't know it at the time, the package was shipped to a house that belonged to a sergeant with the Henry County Sheriff's Office.

According to a grand jury indictment, the DEA intercepted the package, delivered it undercover and arrested self-described middleman William Randall Reed in March 2005. Reed agreed to cooperate and quickly pointed the finger at Sgt. James Allen Vaught.

USA: Portsmouth police chief f

PORTSMOUTH, Ohio -- Portsmouth Mayor Jim Kalb fired Police Chief Charles Horner this afternoon in response to an investigation that accused the chief of abuse of power and obstruction of justice.

Kalb declined to answer any questions about his decision. Horner, who was placed on paid leave May 23 after Kalb ordered an outside investigation, had denied the allegations.

An investigation by a retired FBI agent and a retired deputy U.S. marshal found that "several instances of misconduct and abuse of power occurred" while Horner served as police chief of the Ohio River city.

A state investigation found no criminal conduct on Horner's part.

Investigators found that Horner improperly ordered a search by a drug-sniffing dog of a vehicle owned by a man whom the chief had accused of threatening him. Horner ordered officers to "fabricate" reasons for searching the truck, the report said.

The report also alleged that Horner ordered detectives not to file a report in a criminal investigation involving a friend.

Investigators also alleged that Horner interfered in at least three other cases by ordering officers not to prepare reports or collect evidence.

The chief further was accused of ignoring orders from the mayor and creating a hostile work environment for his officers.

David Thoroughman, a former captain, remains acting police chief.
