AN OFFICE of Police Integrity report has found that Victoria Police has struggled to dismiss rogue police from the force.

The report, presented to Parliament yesterday, also said that police believed the line between what was acceptable and unacceptable conduct was blurred.

Village of Cleveland police ch

The Village of Cleveland police chief is under investigation for potential misconduct in office, though officials confirming the investigation Monday would not discuss the nature of the allegations.

Chief Tim Barber is being investigated by the Sheboygan County Sheriff's Department, said Sheriff Mike Helmke. He would not say whether Barber is the only person under investigation.

"It's an ongoing investigation," Helmke said. "We'll see where it takes us."

This comes two weeks after Cleveland Officer Ron Jost publicly called for an investigation while accusing Barber of leveling disciplinary action in an attempt to keep him from speaking out. Officials would not comment on whether that is related to the investigation.

Helmke said the department's investigation began last week at the request of Village President Cindy Huhn, but the village has been looking into the matter for several weeks, said village attorney Katherine Reynolds.

Barber said Monday he was unaware of the investigation and has not been interviewed by any member of the sheriff's department.

"I know nothing about it," he said.

Helmke said at least one interview has been conducted to date, though he did not say with whom.

An open records request related to Barber filed by The Sheboygan Press was denied based on a state statute addressing investigations of misconduct.

The statute bars the release of "information relating to the current investigation of a possible criminal offense or possible misconduct connected with employment" of a public official. The information cannot be released until the investigation is concluded, the statute says.

Huhn would not say when she expects the investigation to be completed, and said the matter shouldn't be publicized.

"I really see no reason that they need to be in the paper, I don't," Huhn said. "If you need to know, the Sheboygan County Sheriff's Department is doing the investigation, but I will give you absolutely nothing else than that."

Asked if she believes the public has a right to know about an investigation into a village official, Huhn said, "No, I do not."

Reynolds would not say if the action is related to Jost's call for an investigation, which he made March 11 before about 35 area residents at a Village Board meeting.

Jost declined comment Monday.

Jost and police clerk Rhonda Deehr — who were once in a relationship — have accused each other of harassment in a dispute dating to at least September 2006, and Barber has been involved in mediating the conflict, Jost has said.

Jost said Barber knew he planned to publicly describe the situation and other department discord and claims that is why Barber presented Jost with an "improvement plan " on March 7, prior to the meeting.

The disciplinary document — which alleged four counts of misconduct that occurred in January but were not mentioned until March — was partially rescinded several days later when Jost threatened legal action against allegations he called "inflammatory, prejudicial and rife with innuendo." Remaining are allegations that Jost failed to submit his time sheets in a timely manner, did not work his assigned shift exactly and did not respond when Barber asked him to come in while off duty and move a squad car.
