Louisa Police Officers Arraign
Two members of the Louisa Police Department were arraigned this morning on charges of official misconduct.

Chief Kevin Adkins and Officer Barry Bellomy face first and second degree misconduct charges after being indicted by a Lawrence County, KY Grand Jury. All the charges are misdemeanors.

According to the indictment, Bellomy is charged with ignoring a police call while he was at the home of a former reporter for the Big Sandy News.

Australia: Rogue officers still blur thin blue line state OPI


AN OFFICE of Police Integrity report has found that Victoria Police has struggled to dismiss rogue police from the force.

The report, presented to Parliament yesterday, also said that police believed the line between what was acceptable and unacceptable conduct was blurred.

''The lack of an effective dismissal process undermines the effectiveness of a developmental approach to professional standards,'' the report said.

Advertisement: Story continues below The OPI said suspending an officer for a lengthy period on full pay was ''not economical for the organisation and is a poor result for the community''. It believed ''some would see suspension with pay as a reward for bad behaviour''.

Citing a case study, the OPI said a senior constable was involved in an assault on a prisoner at a suburban police station in February 2006. The OPI investigated and a year later the officer was charged with criminal assault. He was suspended on full pay and in October 2007 found guilty by a court, but not convicted. He was given a six-month good behaviour bond and resumed normal duties.

The force began proceedings against him and he was reprimanded. Less than a year later, he was alleged to have assaulted another member of the public and the next year was assigned non-operational duties. He was later charged with assault, suspended on full pay, convicted and given a suspended jail sentence. He was then suspended without pay and notified of a discipline inquiry, but quit before it was held.

In another case the OPI found that an individual had engaged in ''corrupt behaviour'', the force held its own hearing and transferred him.

Of the 102 employees, sworn and unsworn, involved in disciplinary hearings in 2009-10, only four were later dismissed; however, some resigned while under investigation.

''The low number of terminations for sworn members of Victoria Police in recent years supports the conclusion that dismissal remains difficult for Victoria Police,'' the OPI found.
