METHUEN - A divided City Council voted "no confidence" in the police chief last night, saying they were frustrated by the department's mishandling of thousands of dollars of a federal grant the city must pay back.

Grand jury indicts officers on

RICHMOND, Ky. --A grand jury indicted a Richmond police officer and a former Berea officer on misdemeanor charges stemming from the pursuit of a suspected drunken driver.

Richmond officer Stephen Parker and former Berea Police Lt. Billy Beavers were indicted by a Madison County grand jury last week on charges of fourth-degree assault and official misconduct.

The indictments allege that on July 4, the officers committed the assault by "intentionally causing physical injury" to James Hunt, 40, of Lexington.

In addition, each officer is charged with official misconduct; both officers also are accused of failing to complete a "use of force report" in violation of each department's policies.

Beavers was fired by the Berea police department in early August after an internal investigation, Commonwealth's Attorney David Smith said. Parker has been placed on administrative leave within the Richmond department, said spokesman Sgt. Willard Reardon.

The charges stem from a police pursuit of a suspected drunken driver that began in Richmond and ended in Berea. Hunt was a passenger in the car being pursued.

When the chase stopped, Parker is accused of jerking Hunt from the car, throwing him on the ground and striking him. The indictment says that was a violation of the Richmond Police Department's "use of force" policy. The indictment for Beavers said he allegedly kicked Hunt and caused him physical injury.

Hunt was charged with alcohol intoxication.

Fourth-degree assault and official misconduct are punishable by up to 12 months in jail.

The driver of the car, James W. Barker, 26, of Olive Hill, has been indicted on multiple charges.
