Suspended police officer moves

Suspended Superintendent of Police K Premkumar today moved the Madras High Court seeking to quash proceedings against him for allegedly threatening and inducing Ravi Subramanian, an accused-turned-approver in the Sankararaman murder case, to escape from custody.

When the petition came up for hearing before Justice K Chandru, the judge directed the registry to place it before the Chief Justice for posting before another Judge.

According to Premkumar, he had received a charge memo on November 23 last that accused him of unauthorisedly gaining access and meeting Subramanian on September 4, 2006 while the latter was in judicial custody and being treated at the Government General Hospital here.

Premkumar has been accused of inducing and threatening Subramanian to escape from custody to bring disrepute and embarrassment to the state government.

"By the above said act you have failed to maintain absolute integrity and devotion to duty and and thereby you have contravened rule 20(1) of the Tamil Nadu Government Servants Conduct Rules, 1993," the memo said.

Premkumar, who denied the charges in a letter dated December 13, 2006, contended that while he was being examined by the chief surgeon at the General Hospital on September 4 last year, police brought Subramanian to the very same out patient department by some strange coincidence.
