A senior police intelligence officer was been arrested on Monday in connection with the multi-million euro civic corruption case which led to the dissolution of Marbella city council.

Florencio San Agapito, who is now head of security for Telefonica, was detained by police in Madrid.

He was being transferred to Marbella on Monday where he is expected to appear before a court.

Zeiler: No proof appointments

Retired district court justice Vardi Zeiler, head of the commission investigating police corruption into the Perinian family's alleged murder of underworld figure Pinhas Buhbout, said on Monday that so far he had seen no proof that politicians and police officers were unlawfully involved in appointing Insp.-Gen. Moshe Karadi and Asst.-Cmdr. Yoram Levy to their respective positions within the Police.

Zeiler said that in the warning letters sent prior to the commission's commencement to those involved in the case, the alleged political appointments were not mentioned and the retired judge banned any questions to witnesses on the matter.

On Monday morning, retired judge Avi Tiller, who was head of the human resources department when Levy was appointed to his position, was cross examined by Karadi's attorneys.

Tiller said there were no external influences involved in Levy's appointment.

On Wednesday, Jerusalem District Police Commander Ilan Franco testified before the Zeiler commission, saying that "there never existed any conspiracy for Karadi to appoint Levy as commander of the Southern District's Central Investigative Unit."

Franco, who served at the time as head of police intelligence, was responsible for checking Levy's suitability for the position. In his words, even without the additional tests that Levy underwent, he could have been appointed easily.

"It was all done by the most professional people in the field," he said.

Levy, has been accused of receiving bribes in exchange for aiding the Perinian crime family. In 2003, Karadi, in his previous role as Southern District chief, promoted Levy to head that district's Central Investigative Unit (CIU), a unit tasked with investigating, among other things, organized crime, despite allegations already surfacing that Levy had questionable ties to the Perinian family.
