From my experience the person concerned needs to know that their exposure of such behaviour will be dealt with, that they themselves will not become the victims and they will be treated with respect. In many cases the professional standards reporter becomes the victim. The whole point of EiP is to encourage police staff to discuss issues with others, seek advice and consider their options. It could be the case that EiP could take forward issues on behalf of their members thus ensuring the matter is brought to the attention of the proper authority without exposing the member ?
