Uganda : Museveni, UN envoy di

THE United Nations Under Secretary General for Humanitarian Affairs and Emergency Relief Co-ordinator, Jan Egeland, on Friday met with President Yoweri Museveni and they discussed, among other things, the demilitarisation of the Police force and justice system.

The meeting was held on the second day of Egeland’s nine-day mission to four African nations. Present were Foreign Affairs Minister Sam Kutesa and Welile Nhlapo, the Director for Africa I Division in the United Nations Department of Political Affairs. The meeting centred on the situation in northern Uganda.

The idea of a special envoy for northern Uganda was also discussed, and it was agreed that discussions on that front would continue.

A statement issued by the UN said the two discussed what it termed as the “demilitarisation of the Police and justice system”, but gave no further details.

However, the Police on Friday issued a statement explaining the presence of three army officers in the Police force, also headed by Maj. Gen. Kale Kayihura, a soldier.

Assistant Police public relations officer Patrick Onyango denied reports that Maj. Kagoro Asingura had taken over the CID, saying Asingura was seconded by the army as a legal aide to Kayihura.

He also said Capt. Bwete and Lt. Karugaba, now attached to the Kampala Central Police Station (CPS), have been instructed not to interfere with the divisional and regional police commanders or any police work. Their duty is only to gather intelligence.

The statement for the Police comes against a backdrop of media reports of allegations that Kayihura was militarising the Police and certain police officers were being victimised for seeming “unco-operative” with the NRM government.

Also discussed was the need to improve conditions in the camps for internally displaced persons and to do more to protect civilians, including the possibility of working with military experts with high-level peacekeeping and protection experience.

They also considered the possibility of a UN agency supporting the Government’s efforts to promote national reconciliation and agreed to consult with the UN human rights body.

Also discussed was the establishment of a joint health task force to review the health situation in the camps and ways to make health interventions more effective, including through empowering and working with district authorities.
