Dayton: Cops Can Still Take Wa
DAYTON, Ohio -- City Manager Rashad Young has issued a statement to Dayton's police union -- accept a wage freeze and mandatory days off and 11 police officers will not be laid off.

"This is not a threat. It is not an ultimatum. It is the reality of our situation," Young said. He said that the police union's refusal of a wage freeze and a $6 million deficit for the city led to the layoffs.

The 11 officers, who are slated to be cut Aug. 3, are from a group of the 20 most recent graduates from the police academy, all of whom have been on the job for about a year.

Oak Hill police chief vows fig


OAK HILL -- Police Chief Walter Zalisko said he will fight efforts to dismiss him, in court if necessary.

During what the chief described as a "kangaroo court" Monday night, a split Oak Hill City Commission voted 3-2 to hold a special meeting at 5:30 p.m. March 20 to "review the dismissal of the police chief without cause."

Vice Mayor Darla Lauer led the move, with the support of commissioners Darry Evans and Charlie Dean. Mayor Mike Thompson and Commissioner Sherman Babcock dissented.

"I am not only going to fight against this," Zalisko said Tuesday, "but I am also going to pursue legal action against the city, and (two officers currently under investigation) for defamation and violating my contractual (rights to operation of the department)."

Zalisko, hired in June 2004 with a base salary of $33,959, believes the moves are sparked by his efforts to rein in a department he said has "run amok" for years.

Monday's vote came after the commission overturned the chief's decision to suspend without pay part-time Officer Rick Winston. Winston is accused of violating several department policies and regulations, in addition to an accusation he committed a lewd act against a woman, Zalisko said. Zalisko would not elaborate.

Commissioners upheld Winston's suspension but agreed to pay him while they seek an independent special counsel to look into the allegations.

Winston's attorney, John Ross of Orlando, said he has not seen the accusations against his client.

"What I understand to be the facts, the police went to the victim," he said. "That causes me concern if that is accurate. One would expect a victim to go to the police to make a complaint."

Ross also questioned the timing. He said he understands the incident occurred on New Year's Eve but did not come to light until last week after Winston and Officer Guy Grasso, who is also the subject of an internal review for policy violations, spoke to Lauer about Zalisko.

No criminal complaints have been filed against Winston, State Attorney's Office spokeswoman Linda Pruitt said Tuesday.

Lauer said Zalisko has since come to her and said she could be criminally prosecuted if she discusses the matter with anyone.

Winston and Grasso have declined to talk about the accusations.

Commissioner Dean said he does not consider the March meeting a move to dismiss the chief.

"It is a meeting to discuss the facts. If the facts are founded, then it could be a termination meeting," he said Tuesday. "I feel there is too much smoke. There has got to be a fire somewhere. I just want to get to the bottom of that."

Dean and Zalisko have butted heads in the past. Dean is the subject of a state ethics complaint filed by the chief in October.

On Tuesday, Oak Hill Commissioner Babcock declined comment on Monday's vote. Calls to other commissioners were not returned.

Zalisko also has questioned the legality of the commission's suspension and meeting votes, saying neither issue was on Monday night's agenda.
