The Office of Police Integrity (OPI) has expressed concern about four serving detectives who have set up an investigation agency.
It will raise its concerns about a serious conflict of interest with Victoria Police.

Waldron City Council To Probe Police Department
WALDRON - Unable to find an individual or independent organization willing to undertake an internal investigation of the Waldron Police Department, Mayor Don Owens said he will have the City Council perform the task.
"I tried every way to get an ethics investigation," Owens said at the council's monthly meeting Monday. Having consulted with the Arkansas State Police, the Attorney General's Office and other state agencies, Owens concluded, "No one does that."
He said he would appoint the City Council to conduct the investigation that they asked for in April after citizens complained of conduct by police officers they believed was unethical and perhaps criminal.
Owens did not indicate how the investigation would be conducted. After Monday's meeting, he said he would likely name council members to a special committee to conduct the probe. He gave no timetable for the action, but indicated he was ready to move quickly to put the matter to rest.
Although details have not been made public, citizen allegations of improper action by police aired at a recent meeting, prompted city council members to ask for an investigation.
The Arkansas State Police indicated they would investigate only allegations of criminal activity, and would not address the "ethics violations" that were also alleged. Owens then decided to seek an internal investigation of the entire Police Department.
Owens placed Police Chief David Millard and two other officers on administrative leave and named Capt. Ken Titsworth interim chief. He ordered Titsworth to conduct the internal investigation.
Last week, Owens removed Titsworth from the probe and indicated he would seek an outside investigator.
Monday, Owens said Millard had not done anything wrong, but was relieved of his duties because he was in charge of the department accused of wrongdoing.
Details of the allegations have not been publicly discussed. At Monday's meeting, Owens indicated perhaps five police officers were charged with the activity.
Also at Monday's meeting, Scott County Sheriff Cody Carpenter appeared before the council to report his department had no role in the investigation.
"It's a city issue. It's the city's job to do," he said.
