William R. Phillips, a former New York City police officer who was a star witness before a commission investigating police corruption in the 1970s, and who has since served 32 years in prison for murder, has been paroled, the authorities said yesterday. He is to be released on Nov. 9 from the Fishkill Correctional Facility.
Mr. Phillips, 77, who appeared before a three-member state parole board on Wednesday, was informed on Friday that his application for parole had been approved in a 2-to-1 vote, according to Mark E. Johnson, a spokesman for the state’s Division of Parole.

Former Officers In Police Beat
Two former West Palm Beach police officers accused of beating a man last year in an incident caught on camera have been arrested.
Kurt Graham, 24, and Louis Schwartz, 30, were arrested Thursday on multiple charges, including battery, official misconduct and conspiracy to commit official misconduct.
A probable cause affidavit alleges Graham and Schwartz brutally beat Pablo Valenzuela after responding to a robbery call outside a CVS pharmacy May 26 and then submitted false documents to justify their use of force.
"The allegations are somewhat surprising," said Graham's attorney, Michael Salnick. "Mr. Graham intends to plead not guilty, and we'll have our day in court."
Police video from a dashboard camera in one of the squad cars shows three officers kicking and punching Valenzuela while he was handcuffed.
Valenzuela suffered a broken jaw and bruised eyes. He is suing the city and the West Palm Beach Police Department.
Schwartz and another officer, Jason Zangara, were fired in August, and Graham resigned.
Graham faces up to 11 years in prison if convicted, while Schwartz faces up to 16 years.
