Former West Concord police chief Robert Utech pleaded not guilty Monday to a felony charge of mistreating animals and a gross misdemeanor charge for misconduct of a public officer.
Utech requested a jury trial. The Dodge County District Court Administration has not yet determined a date.
According to the complaint against Utech, he allegedly shot several cats in West Concord between Jan. 1, 2006, and early March 2006.

UK: London Police Officer Susp
A London police officer was suspended in connection with force used against a female protester during the capital’s G-20 summit.
A video showing what appears to be an officer slapping a woman across the face and striking her on the legs with a baton was shown yesterday on the YouTube social networking Web site.
The suspended officer is a sergeant in the Territorial Support Group, the Metropolitan Police Service said late yesterday in an e-mailed statement that didn’t provide details of the investigation. The Territorial Support Group specializes in public order, police spokesman Eddie Townsend said.
The suspension, the second in a week involving allegations of police brutality during the protests, is the latest embarrassment for a force that has been rocked by a series of controversies in recent months.
A London policeman was suspended April 9 following the death of a man during an April 1 demonstration centered on the Bank of England the day before the G-20 meeting. The head of the force’s counter-terrorism unit, Bob Quick, resigned the same day after accidentally revealing details of an operation against suspects alleged to have al-Qaeda links.
In October, the police chief, Commissioner Ian Blair, was forced out under pressure from Mayor Boris Johnson over political differences about policing.
The Independent Police Complaints Commission said it was aware of the incident involving the female protester and is looking at the “best way to progress an investigation.”
Masked Policeman
The IPCC is already examining the death of Tomlinson, 47, who was shown in a video falling over after being hit by a masked policeman whose identification numbers were covered.
Tomlinson died shortly afterward, with a Home Office pathologist determining the cause of death was a heart attack. Investigators want to know whether the incident in which he was knocked to the ground contributed to his death, said the IPCC, which has ordered a second autopsy.
The IPCC has received about 120 complaints about police behavior during the protests, according to the Telegraph newspaper. The opposition Liberal Democrats are calling for an inquiry.
“The fact that this video shows another example of an officer with his number obscured assaulting a member of the public indicates that there is a systematic problem here,” David Howarth, the party’s justice spokesman, said today in a statement. “The question is on my mind whether the police are using some kind of ‘designated hitter’ system.”
