Police scandal costs three Tam

It is a scandal that is rocking the Tampa Police Department. Three detectives who have a combined 75 years experience are out of a job and leaving under a cloud of misconduct.

Detectives Vince Bush, a 22 year veteran, Donna Noblitt, a 24 year veteran, and David Rochelle, a 29 year veteran, all agreed to retire while being investigated for violating agency policy.

A several-week investigation found problems with the amount of hours the detectives were working.

Investigators placed a GPS device in each of the detective's cars and found them someplace else, including being at their homes, when they were supposed to be on duty.

While the detectives could face criminal charges for getting taxpayer money for work they did not do, a source says because they resigned instead of being fired, the state attorney's office will not file a case against them.

However, here is something taxpayers we talked to found even harder to swallow: because the detectives weren't terminated, they will receive their pensions.

Bush and Rochelle, who were making $83,969 a year, will collect $52,864 and $55,633 respectively for the rest of their lives. Noblitt, who was making $80,433 will get a check for $44,644 every year.

In addition to their pensions, the three detectives were all in a tax-payer funded retirement plan. The plan allows them to receive one-time payments between $48,455 on the low end to $222,534 for Rochelle on the high end as part of their separation package.

The internal affairs investigation will be made public Thursday after one other officer who was caught in the "gps-gate" probe, but refused to resign receives her punishment.

Tampa Police can't comment on the investigation until it is made public. Sources say other officers who have not been named may also be the target of the investigation.
