18 peace officers disciplined

Peace officers accused of sexual contact with offenders and a jail guard who brandished a handgun during an argument with a construction worker were among 18 peace officers disciplined Thursday by the state's police board.
Three officers lost their certifications for sexual misconduct with someone in custody. Davis County jail guard Jennifer Myers-Budke had contact with an inmate, both at the jail and while the inmate was off site for work release, said Utah Department of Public Safety Lt. Steve Winward.
Iron County sheriff's deputy Jean Ekker and Salt Lake County sheriff's deputy Randy Prince allegedly had sexual contact with offenders on probation, Prince with an offender he had met at the jail, Winward said.
Also punished for sexual misconduct was Hurricane police Officer Nathan Amosa, whose resignation was widely publicized in April after a woman claimed he threatened to cite her for child neglect if she did not perform oral sex on him.
Salt Lake County sheriff's deputy Kenneth James was suspended for three years for wielding a handgun at a construction worker during a dispute near his home, Winward said. James' wife approached the crew and asked them to turn down their radio, Winward said. When they refused, James confronted them. One of the workers stepped toward him, and James pulled a handgun, which was not department-issue, Winward said.
James was convicted of a misdemeanor for the incident.
A former Salt Lake City police officer may not serve elsewhere in Utah because of allegations he slapped a teen. Constantine Rodin's certification was revoked because of an alleged assault of a 17-year-old Highland High School student, who claimed Rodin slapped him when the student told the officer, "Hola." Rodin was fired in March and settled a civil suit with the student for $63,000.
Also disciplined, according to Winward:
* Sanpete County Sheriff's Office: John E. Stevens, revoked for felony conviction of drug possession. Stevens, who resigned, last year admitted to using cocaine and methamphetamine and stealing drugs from an evidence room, court papers indicated.
* Carbon County Sheriff's Office: Justin Matheson, revoked for off-duty sexual misconduct and distribution of prescription drugs.
* American Fork Police Department: Cadet Corri L. Eby, revoked for being on duty with alcohol in her system and lying during the investigation.
* West Jordan Police Department: Rick Lawrence, revoked for testing positive for marijuana and cocaine.
* Syracuse Police Department: William Skinner, revoked for having an affair with a civilian employee of another law enforcement department, for lying during the investigation and for obstruction of justice.
* Heber City Police Department: Eric Butler, four-year suspension for lying while being investigated for using department software to run friends' driver license histories at their request during a party.
* Utah Department of Corrections: Rian J. Laursen, four-year suspension for using department computers to look up confidential information about relatives, coworkers and inmates, and downloading data.
* Utah Highway Patrol: Cadet Jeremy Wells, three-year suspension for using $17.60 of another officer's meal card at the academy mess.
* Utah Department of Corrections: Kim Harward, two-year suspension for driving under the influence of legally-prescribed drugs.
* Utah Department of Corrections: John Lambert, two-year suspension for driving under the influence of alcohol.
* Utah Valley University Police Academy: Cadet Kevin Fernelius, two-year suspension for falsifying information on his application.
* Academy-trained, but not employed: Heather Pyper, three-year suspension for reckless driving and disorderly conduct.
