LITCHFIELD – A labor battle is brewing between the town and the police patrolmen’s union over the board of selectmen’s decision to strip the department’s embattled chief of his power to discipline officers.

The board of selectmen unanimously voted last week to amend its police policy to give the board the power to dole out punishment against police officers that break administrative rules or regulations, reducing Police Chief Joseph O’Brion to an advisory role on disciplinary matters.

“It really seems to take my input out of it,” said O’Brion, who has been criticized by b... Read more

South Africa: Top Scorpion’s a

The head of the Scorpions in the Western Cape has ruled out police malice as the reason for the arrest of one of his investigators, Ivor Powell.

Powell, a former journalist for the Mail & Guardian, was granted bail of R1000 yesterday after being arrested in Cape Town on Tuesday evening for allegedly driving drunk and recklessly.

Two people in the car with him were also arrested — one of them the notorious gang boss Igshaan Davids, also known as Sanie American.

Police declined to identify the third man arrested.

Scorpions provincial head Adrian Mopp said he did not believe Powell’s arrest was part of an anti-Scorpions campaign allegedly being conducted by police.

He said: “I’m not seeing this as a conspiracy at all. If an individual member [of the Scorpions] has stepped out of line, he must face the consequences.”

Powell appeared in the Cape Town Magistrate’s Court in handcuffs before being released and told to return on April 29.

He left in a waiting car without speaking to reporters.

Mopp said he did not know what Powell had been doing in the company of Davids.

Powell’s lawyer, Joe Weeber, said his client admitted having had a drink but would deny that he was under the influence.

“We’ll see what the result of the blood-alcohol test is,” he said.

Weeber said Powell had been on official business at the time of his arrest.

He said Powell had also been charged with defeating the ends of justice because police might have felt that he had failed to cooperate during his arrest, Weeber said.

He said he had no information about the people who were in the car with Powell.

According to a statement by the police, the three men were arrested when officers saw a wanted man getting into Powell’s car.

“They were ordered by police to stop but instead sped off. Police gave chase and managed to pull them over,” the statement said.

Earlier this month police arrested Gauteng Scorpions boss Gerrie Nel, who is investigating corruption charges against national police commissioner Jackie Selebi.

The charges police brought against Nel were thrown out by the Pretoria Magistrate’s Court.
