Global watchdog says police an
More than one in 10 people around the world paid a bribe in the past year, with police and the judiciary seen pocketing the most illegal money, an international corruption watchdog said on Thursday.

Figures from Berlin-based watchdog Transparency International (TI) showed that Kosovo, Cameroon and Albania were the worst offenders, with around three quarters of respondents surveyed saying they paid a bribe in the past 12 months.

West Lake Police Officer Arres

The Texas Attorney General’s Office Cyber Crimes Unit arrested City of West Lake Hills police officer Paul Kirksey, 33, for online solicitation of a minor Thursday. Kirksey was arrested after he allegedly emailed sexually explicit images to someone he believed to be a 13-year-old girl.

The girl was actually and undercover Cyber Crimes Unit investigator. The Cyber Crimes Unit also served a search warrant at Kirksey's house in Llano County.

The City of West Lake Hills says Kirksey has been an officer with the police department for three years. Officials ad that there have been no allegations of misconduct by Kirksey while on duty.

According to West Lake Hils Chief of Police Clifford J. Spratland, Kirksey has been placed on administrative leave pending further investigation. The West Lake Hills Police Dept. is cooperating with the AG's investigation.
