Elkhart Police officers suspen
Six Elkhart Police officers are off the job without pay because of their roles in an incident on Thanksgiving morning at the police department.
They were charged with failing to properly supervise a city employee who took inappropriate pictures of a woman in the lobby.
The Board of Public Safety upheld the officers' punishment Tuesday.
The officers are already beginning to serve those suspensions but their discipline doesn't stop there.
Immediately after Police Chief Pam Westlake found out about the Thanksgiving morning incident, she suspended the six officers from their supervisory duties.
At the beginning, we really weren't sure what happened. I didn't want to take any chances, on you know, having them supervise. So it took us a little while to work through that, said Westlake.
After the investigation, Westlake charged all six officers Cpl. Andy Rucker, Cpl. Ben Kruszynski, Sgt.Jim Ballard, Sgt. David Baskins, Sgt. Todd Thayer and Lt. Chris Snyder with neglect of duty.
Cpl. Andy Rucker and Cpl. Ben Kruszynski were charged with conduct unbecoming an officer.
The chief wrote Rucker and Kruszynski failed to take the action needed to prevent the conduct from occurring in the first place.
Four of the officers will now face monthly evaluations. All six will face remedial ethics training.
Chief Pam Westlake says the officers understand the mistakes they made.
This is not an example of bad behavior department-wide. It was an unfortunate incident that I believe we've taken care of and I don't look to ever have that happen again, said Westlake.
Westlake is leaving at the end of the year and a new chief will take over.
Incoming Mayor Dick Moore says he doesn't think the internal investigation would need to be reopened.
He said the incident shouldn't reflect poorly on the police department.
We don't know why such conduct was evident on that particular issue. We don't have any idea. But looking forward, I just want to say we've got a good police department and I'm looking forward to working with them, said Moore.
A seventh officer has resigned from the department. He was also connected to the investigation.
A criminal investigation is ongoing, but the chief does not believe the officers are a target of that investigation.
