ISLAMABAD: Pakistan on Monday announced it will form a commission to oversee and modernize its police service, which has been accused of being corrupt and outdated.

The National Public Safety Commission comprising lawmakers and civilians will watch the performance of police officers and recommend their premature transfer for "unsatisfactory" performance, said Interior Minister Aftab Khan Sherpao, who heads the commission.

Former police officer jailed f

A FORMER NSW and National Crime Authority police officer was jailed until 2012 yesterday for his role in drug rip-offs and a drug-addled shopping spree using false credit cards while on bail.

Samuel John Foster, 43, may serve his non-parole period of 5½ years in protective custody, locked in a cell 20 hours a day.

Since his former police status became known by inmates, rumours have started that he was "wired up" to give evidence against others. He has also received two threatening letters from a prisoner he arrested during his 20-year career in law enforcement.

In the District Court, Judge Deborah Sweeney sentenced Foster to a total term of 7½ years in jail, which was discounted and backdated to reflect 15 months already spent in custody.

Foster and others had ripped off drug dealers by setting up deals with informants of the National Crime Authority and its successor, the Australian Crime Commission, between 2002 and 2004, and taking cash and drugs.

He pleaded guilty this year to a total of 13 charges - seven relating to the drug rip-offs, which included armed robbery, police corruption and charges relating to amphetamine and ecstasy supply. Another 19 charges, 14 involving his "manic" use of false credit cards to buy gift vouchers and electronic items - all on October 10 last year while on bail, were taken into account.

Judge Sweeney was told that all the offences were committed while Foster was depressed and abusing cocaine, ecstasy, ice and alcohol.

She described Foster's crimes as highly planned and organised.
