Sexual misconduct charges loom
A City of Federal Way Police officer is on administrative leave pending the outcome of misconduct charges.
The investigation was initiated based on allegations made by a 17-year-old high school student about the conduct of Officer Terry Wilson who was assigned as a School Resource Officer at her school.
The alleged misconduct occurred at Federal Way High School on or about June 1, 2007 and allegedly involved inappropriate comments and touching by the officer.

Female lieutenant demoted in p
EAST HARTFORD - A female police lieutenant was demoted to officer and suspended without pay for one week, after being charged with sexually harassing a male subordinate.
Ending a lengthy internal affairs investigation, local officers Lisa Freeman and Jay Malley were punished and charged with multiple counts of misconduct for their actions in a five-year-long dating relationship, Police Chief Mark J. Sirois announced today.
Freeman, a 13-year veteran at the department who headed internal affairs for eight months, was demoted and suspended for violating departmental and town regulations, including quid pro quo sexual harassment policies.
Her husband, William Freeman, a sergeant with the Windsor Police Department, filed for divorce on Oct. 25.
Malley, a canine officer who joined the department in 2000, was given two-weeks' of unpaid suspension, though he would be allowed to stay in the canine unit upon his return. He is unmarried.
The two officers had a secret affair for five years, though Chief Sirois said he was unaware of it and didn't get involved until Malley filed a sexual harassment complaint against Freeman around Aug. 17.
"This is not indicative of the hard work that the men and women of the East Hartford Police Department do, day in day out," Sirois said today.
He added, "When it was brought to our attention, we immediately acted on this with a very thorough investigation."
That internal affairs investigation will be released publicly soon, after a review by the town's lawyers, the chief said.
The town reached settlement agreements with both Malley and Freeman, ensuring neither could grieve their discipline nor sue each other or the town. No criminal charges were levied against either officer.
According to her agreement, Freeman was charged with negligence to report an incident, involvement in a "police incident" in Somers, disrespecting a subordinate, and sexual harassment.
Malley was disciplined for an incident at the Kahoot's strip club in East Hartford and the same Somers incident.
Police wouldn't release further details about those incidents.
Sirois said there were many other allegations mentioned during the long investigation, including an accusation that there was sex in the Police Department, though most of those allegations remained undetermined.
Sirois said there is no prohibition on superiors and subordinates dating, but he would have counseled Freeman had he known of the relationship.
Freeman was put on paid suspension since the complaint was made and Malley was put on paid leave for a few weeks starting in September, had returned to his duties, and is on unpaid leave until Dec. 15.
The affair is not the first incident Freeman has faced negative press over. Most recently, in July 2005, an anonymous accuser wrote to another lieutenant that Freeman was drinking beer with a few off-duty officers and firefighters in the Public Safety Complex parking lot after a Riverfest celebration.
Although it was widely known that several people took part in the get-together, Freeman was the only person ever publicly named in the incident. An internal investigation ultimately ended in her not being disciplined.
Off-the-record conversation with some officers showed that Freeman rankled a few officers during her work in internal affairs.
She headed internal affairs from June 2005 to February 2006, when the chief moved her into patrol as a "routine administrative realignment." Beau Thurnauer, the chief's assistant and former Coventry police chief, now runs internal affairs.
Freeman has had a reputation in the department as one of the chief's favorites, and because of that relationship, some officers have quietly complained that she's avoided severe repercussions for previous complaints against her.
Malley, a Gulf War Army veteran who came to the EHPD in 2000, has less of a profile at the department.
In July 2006, the department exonerated him after a prison inmate filed a complaint that he and other officers used excessive force in arresting the man. That inmate, Michael Daly, also is suing the town and several officers for the same incident.
Otherwise, his internal affairs file included a few minor investigations, as well.
