Seven police officers were charged with torture and other offenses for beating of two Albanian immigrants recorded on a cell phone and posted on the Internet.

Public prosecutor Panayiotis Meidanis charged two officers with criminal counts of torture, two others with complicity, and another three officers with misdemeanors including harboring a criminal and dereliction of duty, court officials said.

Extortion raps pressed against

National Police Chief Avelino Razon Jr. yesterday ordered the filing of criminal charges against the commander of a Manila police station and six subordinates who allegedly engaged in extortion.

“Just as we are responsive to the morale and welfare needs of police personnel, and quick to give due recognition for outstanding performance of duty, we are also swift and decisive in addressing issues on misconduct and breach of discipline,” he said.

Razon instructed Director Jefferson Soriano, head of Investigation and Detective Management, to probe Chief Insp. Resty Nicandro and six fellow officers of the Station Anti-Illegal Drugs Unit of Station 4 in Sampaloc.

Four people have surfaced before the office of Chief Supt. Roberto Rosales, Manila police chief, to lodge complaints against Nicandro and his men for alleged robbery-extortion.

Other operatives identified were SPO1s Maurito Reneido and Benedicto Lorica, and PO2s Christopher Pantaleon and Jesus de Leon, and PO1s Victorino Salao and Ernesto Pacierto.

Nicandro and his men are facing investigation for alleged involvement in feigned arrests where his group nabbed two women on trumped-up charges of drug possession and made to pay P40,000 for their release. They were also divested of their cash, valuables and a motorcycle, investigation reports revealed.

Two men also told authorities about a similar ordeal with Nicandro’s unit last Oct. 28.

Razon has expressed full support of Manila Mayor Alfredo Lim and Rosales to rid the police of misfits.

He ordered Alexis Canonizado, the inspector general of the Internal Affairs Service, to look into reported cases of police misconduct, corruption, abuse, and involvement in crime even without formal complaints under under Republic 6975 and Republic Act 8551.
