Group wants ethics commission
An activist group is filing a complaint with Quebec's Police Ethics Commission about the investigation into the death of Fredy Villanueva, 18, who was shot and killed by police in Montreal North last August.
Last December, prosecutors announced that neither of the two Montreal officers involved in the shooting would be charged. The decision was made after an investigation by provincial police.
The Coalition against Police Repression and Abuse said Wednesday the provincial police investigation was flawed, and it wants the ethics commission to investigate.

Report calls for watchdog judg
VICTORIA'S revamped police corruption watchdog should be headed by a top judge, a report has recommended.
The new Office of Police Integrity, headed by George Brouwer, who also served as the ombudsman at the same time, should be headed by the yet to be appointed Director Police Integrity as a separate full-time position.
The report by State Government-appointed Special Investigations Monitor David Talbot says the person chosen as DPI should have qualified as a judge of the Victorian Supreme Court or its interstate equivalents, or the High or Federal courts.
The judge would have to retire when appointed DPI.
Premier John Brumby announced last month the roles of DPI and the State Ombudsman would be split and would operate separately by the end of this year.
Mr Brumby was last week embarrassed by his NSW Labor counterpart Morris Iemma, who said any government that refused to introduce an independent crime commission was "crazy".
Mr Brumby has consistently refused to heed calls for an independent body to fight corruption in the Victorian public sector.
