The mother of murdered show jumper Tania Moore has spoken of her dismay as the investigation into her daughter's death continues into its third year.

A judicial review will now be held to decide if Stella Moore and the Independent Police Complaints Commission will be able to attend an appeal hearing for a police officer who was disciplined after the incident.

Allegations of police miscondu

An area police chief has requested a probe into allegations of sexual misconduct between a minor child and a law enforcement officer.

Oklahoma State Bureau of Investigation spokeswoman Jessica Brown confirmed Wagoner Police Chief Terry Hornbuckle made the request Sept. 26.

That is the day Hornbuckle terminated David Finch as a Wagoner police officer. Hornbuckle confirmed Finch’s termination and referred the Phoenix to Wagoner Human Resources Director Faye Bemo for further information.

Bemo said all she could say was that Finch was employed by the Wagoner Police Department from Sept. 6, 2006 until Sept. 26, 2007. No other police personnel ended their employment on that date.

Finch has no phone listing in Wagoner and could not be reached for comment.

Finch had been assigned part-time as a security guard at Wagoner Public Schools, Assistant Administrator Roger Hayes confirmed. School officials said Finch was terminated by Hornbuckle.

Finch worked in security for Northeastern State University before beginning his employment at Wagoner.

“I can confirm that David Finch is a former employee of the campus police,” NSU spokeswoman Nancy Garber said Tuesday. She declined further comment.
