More complaints were made against armed offenders squad officers than members from any other section of Victoria police, a public hearing into assault claims against nine officers has heard.

Hartog Berkeley, QC, is presiding over an inquiry by the Office of Police Integrity into the Armed Offenders Squad, which was disbanded earlier this month.

Chief Must Act Firmly

Hartford Police Chief Daryl K. Roberts is facing the first big test of his ability to run the department since he took over more than a year ago.

His response could set the tone for the rest of his tenure.

Several police officers in the major crimes and booking divisions are under investigation over the disappearance of $800 seized as evidence in two separate cases last week.

Failure to bring the investigation to a swift and open conclusion, with appropriate punishment for those involved, could erode public confidence in the city's crime-fighting efforts and send a message to rank-and-file officers that department officials tolerate misconduct. A lack of resolve would also embolden criminals to take advantage of a morale-weakened police force.

As a city-bred officer who came up through the ranks of the department, Chief Roberts has to be particularly sensitive to these potential pitfalls. One false move and all the good will that he has amassed to this point could vanish.

Hartford has been relatively free of major police misconduct since Chief Joseph F. Croughwell Jr.'s tenure (1994-2000), when more than 20 officers were arrested in one corruption investigation after another and the public's trust in the department hit an all-time low.

Stealing evidence is a criminal offense that shows contempt for the badge, the public and for Chief Roberts himself. Hartford must not revert to the days when officers too often were considered criminal suspects.
