The Quebec Police Ethics Committee has found a former Montreal police officer guilty of using excessive force and calling a black suspect a racial epithet while arresting him.
The committee, which functions as a tribunal, cleared Constable Nicolas Morin of other complaints because of contradictory testimony.

PORT ST. LUCIE — A veteran Port St. Lucie police officer was suspended for forging the signatures of a coworker and supervisor to dismiss a friend's traffic citation, records show.
Officer Robert Arensen, 35, a 9-year officer, was suspended 20 days without pay and is required to complete a ethics training within one year, according to a July 5 disciplinary recommendation from Port St. Lucie Police Chief John Skinner.
The State Attorney's office is considering whether to bring criminal charges.
According to an internal affairs investigation report, Officer James Becker issued the dismissed ticket, a seatbelt citation, to Aquiles Maruri on April 23, 2007. On June 7, Becker learned the citation had been dismissed.
The investigation found that Arensen submitted a citation dismissal form to the St. Lucie County Clerk of Courts Office on May 30. On the form, Arensen had forged the signatures of both Becker and a supervisor, Sergeant Marc DiMeo, without either knowing, according to the report.
The investigation did not find that Arensen received any compensation for dismissing the ticket, the report said.
