United States Attorney Stephen J. Murphy announced today that four police officers and a Highwaymen Motorcycle Club ( HMG ) member were indicted by a federal grand jury in Detroit on charges ranging from lying to federal agents, lying to a grand jury, and committing various drug offenses. City considers handling of pol

A proposal that changes the way alleged police misconduct is investigated will go before the Chicago City Council today.

Mayor Daley is recommending the Office of Professional Standards, OPS, become a separate city department that reports directly to the mayor, bypassing the police superintendent.
Several highly publicized incidents of alleged wrongdoing involving police officers -- including the release of a video that allegedly shows an off-duty cop beating a female bartender -- prompted the proposed overhaul.

"I think people want open and transparency and unfortunately there have been a number of instances where the police department didn't act," said Mayor Daley on May 9, 2007.

The changes to the OPS would include:

*separating the department from the Chicago Police Department
*reporting to Mayor Daley instead of the police superintendent
*six-month deadline on investigations

A committee approved the changes earlier this week, but there were some objections.

"I think this is a good ordinance. It needs to be done but again, my concern is those good officers and those who may be falsely accused of something," said Ald. James Balcer 11th Ward, on Monday.

If the full city council approves the changes, they would go into effect when the new OPS chief is hired.
