Yemen is a republic under the leadership of President Ali Abdullah Saleh since 1978, and has a population of approximately 21 million. The law provides that the president be elected by popular vote from among at least two candidates endorsed by parliament. A 2001 referendum extended the president's term from five to seven years allowing President Saleh, who has been president of the unified Republic of Yemen since 1990, to remain in office, subject to reelection in 2006, until 2013. ... Police pickets — corruption co
ISLAMABAD: Police pickets set up for security around Islamabad are fast turning into places where police harass and extort money from motorists on one pretext or the other.
Since the arrival of the Punjab Police a few months ago in the city to reinforce Islamabad police for a possible crackdown on Lal Masjid and adjoining Jamia Hafsa, the number of pickets in Islamabad has increased.
The personnel of the Punjab Police are seen manning some pickets along with the Islamabad Police and people have complained of being intimidated for the sake of bribes there.
Most of the time, policemen posted at these points ask a motorist or a motorcyclist to produce the registration papers and the driving license, though they are not authorised to do so.
“Under the law, the policemen at pickets have no powers to check a vehicle’s papers or examine a person’s driving license and rather, it is the job of the traffic police,” a lawyer, Ayaz Chaudhry, said. He, however, said that the police could search a vehicle in case of suspicion, considering the current security situation.
The motorists and motorcyclists are being inconvenienced by this illegal practice by cops at pickets and want an immediate end to it. “All those deputed at police pickets are corrupt as they, instead of serving the people, are filling up their pockets,” said Zulfiqar, a motorist.
Some of the pickets have been there for a number of years, including the ones at Faizabad, Golra Morr and Bhara Kahu.
The personnel manning the Bhara Kahu picket are notorious for harassing and minting money from the couples driving towards Murree or elsewhere. Those out on a date and others are harassed for the sake of money. The same is happening at the picket at Marghazar, which has also been the scene of police sniffing motorist’s mouths for alcohol. Reports suggest that the police for no reason whatsoever also humiliate people. The motorists are often asked to step out of their vehicles so that a search could be conducted. Fahim Rashid was one such victim of police’s highhandedness. “They found nothing but all of us (family) were made to disembark,” he said.
While majority of those interviewed favoured early removal of all pickets in town, a small section said they felt secure with the police’s presence. “They are there to protect us and that is exactly what they are doing,” said Ashraf Khan, who lives in F-10, not far from a place where a police picket fence is in place
When contacted, Islamabad SSP Zafar Iqbal denied the allegations and claimed the staff at pickets was polite and did not bug motorists at all.
