Nari Lepcha, the constable of Sikkim police battalion arrested by Delhi Police yesterday, was presented in the court of Metropolitan Magistrate Sanjeev Jindal today. He has been sent to five-day police custody for further investigation, said police officials.

Moroney suspends PIC officer

POLICE Commissioner Ken Moroney has suspended a senior officer being investigated by the Police Integrity Commission and banned him and a colleague from working with the Australian Rugby League.

NSW Police served documents on Superintendent Adam Purcell on Saturday, informing him of his suspension until the force decides whether further action should be taken.

But another senior officer who was dragged into the scandal by Supt Purcell, Detective Inspector Gavin Wood, has not been suspended and is unlikely to face further action.

Supt Purcell, an officer with 25 years experience, was grilled at the PIC last week as part of Operation Mallard.

Mallard is investigating whether police engaged in misconduct or criminality regarding the investigation of an alleged rape of a Finnish tourist in 2004.

Supt Purcell's phone was tapped by the PIC as part of the inquiry.

He has denied allegations of impropriety in his dealings with a witness in the rape case, rugby league player Bryan Fletcher.

The public hearings last week also heard Supt Purcell's tapped calls with Sydney journalists about unrelated matters.

Mr Moroney's office yesterday confirmed that Supt Purcell was suspended at the weekend.

A spokesman also confirmed Mr Moroney withdrew his permission for Supt Purcell and his former colleague at Waverley police, Detective Inspector Wood, to work as assistant managers to the NSW Blues State of Origin team.

Insp Wood has strongly denied claims made by Supt Purcell in a secretly recorded conversation that he may have been paid to talk the alleged rape victim out of co-operating with police.

Police wishing to work second jobs are required to seek permission, with certain industries – such as the security and liquor industries – deemed at being a high risk of compromising an officer.

ARL general manager Geoff Carr said Supt Purcell and Insp Wood approached the organisation after scandals including the alleged 2004 Bulldogs gang rape.

He said the PIC investigation did not revolve around the two officers' role with the ARL.

"I can't speak more highly of them in relation to the job they've done for us . . . the culture of a lot of rugby league teams has changed a fair bit in that short period of time," he said.

Mr Carr said Supt Purcell and Insp Wood had both informed the ARL over the weekend of the Commissioner's decision and the choice was taken out of the ARL's hands.
