Force finds officer was liable

AN off-duty policeman at the centre of the antisemitic attack on Orthodox Jew Menachem Vorchheimer last October could have prevented the incident, Victoria Police's Office of Police Integrity (OPI) said this week.

In a letter to Vorchheimer, who was abused by a busload of country footballers as he walked to shul on Simchat Torah, OPI acting assistant director John Nolan said Senior Constable Terry Moore, who was driving the bus back from a team outing, "failed to exercise sufficient control and influence over the offending passengers in the minibus".

"Had he done so, the conflict may have been prevented," Nolan wrote.

Following a review of an investigation by the force's Ethical Standards Department, the OPI, together with recommendations made by Deputy Police Commissioner Kieran Walshe, has recommended "a range of corrective strategies based on the Victoria Police Management Intervention Model".

The AJN understands this may include a mediation-style hearing involving Senior Constable Moore, Vorchheimer and other police representatives.

Three other men will appear in the Melbourne Magistrate's Court on April 17 to answer several charges including assault, assault using insulting language and theft.

Senior Constable Moore's conduct during the incident is also the subject of a Human Rights and Equal Opportunity Commission case. Vorchheimer has argued that Senior Constable Moore and his employer, Victoria Police, are responsible for the attack, in which the Ocean Grove footballers abused him and allegedly stole his hat and struck him across the face.
