Chicago Police Superintendent

Chicago Superintendent of Police Philip Cline submitted his resignation today to Mayor Richard M. Daley, who said the law-enforcement chief took responsibility for not reacting faster to videotaped barroom beatings by police officers.

``There is no place in the Chicago Police Department for officers who brutalize the people they've sworn to serve,'' Daley said at a news conference. He said Cline, 57, who has done a ``good job'' in his three years running the department, ``took full responsibility for incidents of police misconduct that have occurred recently.''

Two separate incidents caught on videotape showed officers beating people. Officer Anthony G. Abbate is accused of beating a woman at Jesse's Short Stop Inn Tavern on Feb. 19 while off- duty. Six officers are under investigation in the Dec. 15 beating of four businessmen while they were off-duty at the Jefferson Tap and Grille, the Chicago Tribune reported March 28.

``I'm outraged by the videos, which clearly show officer misconduct,'' Daley said.

Abbate has been charged with felony aggravated battery, said Tandra Simonton, spokeswoman for the Cook County State's Attorney's office. A call to Abbate's lawyer, William Fahy, wasn't returned. Chicago police didn't return calls seeking comment on the incidents.

Cline's Tenure

Daley credited Cline, a 34-year veteran of the department, with reducing crime during his tenure. Crime fell 8 percent from 2004 to 2006, including a 13 percent decline in sexual assaults, an 11 percent fall in aggravated battery and a 12 percent slide in theft, according to the police department. Murders rose to 467 in 2006 from 448 in 2004. Overall crime has dropped for 15 straight years in the city, police said.

Cline indicated that he had wanted to leave about a year ago. Daley said he had asked him to stay at least until after the city's election. Daley was re-elected on Feb. 27 to his sixth term as mayor of Chicago, the third-biggest U.S. city.

Daley, who will start within a ``national search'' for a new superintendent within days, asked Cline to conduct a review of the department's procedures on police officer conduct. Cline said he would stay on until a successor is named.

``He acknowledged that these incidents tarnish the entire department,'' Daley said.
