Top police officers under frau

Four of Pietermaritzburg's top police officers are under investigation for alleged corruption involving about R100 000 of government money.

It is alleged the officers colluded with service providers registered in the police database - mainly building contractors - to defraud the state by inflating quotations for jobs, or quoting for work that was never done at the capital's Loop Street police station.

The officers, who are stationed in the Midlands area commissioner's offices and at Loop Street police station, allegedly pocketed cash amounts in some instances, and in others allegedly manipulated the system to renovate their own residences or even those of girlfriends and others close to them at state expense.
Service providers and contractors implicated in the scam were advised to register with the police service providers' database, and the corrupt officers registered additional companies under the names of family members.

"The said companies only existed on paper," said Steve Mabona, the national spokesperson for the Independent Complaints Directorate (ICD), on Wednesday.

"The intention was for the companies to compete with the main service provider who will be guaranteed different jobs at the Loop Street police station."

Members of the ICD cordoned off several offices on two floors while they looked through files and seized documents. Mabona said the investigation into the alleged corrupt activities, which started in February, had reached an advanced stage.

The acts of corruption being investigated had occurred between 2002 and 2004. The case docket would be forwarded to the offices of the KwaZulu-Natal director of public prosecutions, Shamila Batohi, for a decision on whether anyone would be prosecuted.
Mabona said the rank of the police officials involved could not be disclosed for fear of compromising the investigation, but all of them were "senior".

"Senior means from the rank of captain upwards," he said. Three top policemen had been implicated and a fourth was under investigation. The ICD had acted on a tip-off from two service providers who had been allegedly linked to the corruption but who "wanted out".

"They are now assisting us with our investigation... They felt manipulated. It is alleged that they would pay their share but these corrupt officials would demand more, for example demanding that they should host their braais, give them booze or other favours, and they decided enough is enough," said Mabona.

Giving examples of the way the fraud worked, he said a job costing R400 might have ended up costing the state as much as R4 000 - the difference (or in some instances where the work was not done, the total amount), being pocketed by the corrupt officers.
