Iraqi police implicated in exe

The man heading U.S. efforts to revamp Iraq's judicial and police systems said today's apparent revenge killings by off-duty Iraqi officers underscores his mission.
The Justice Department's Jim Santelle said it's a big task to change the culture ingrained by years of Saddam-era police brutality.

Santelle told AP Radio from Baghdad that there can't be good rule of law if citizens don't see a police officer as somebody who protects them.

Off-duty Shiite police are believed to have carried out the execution-style killings of nearly four dozen people as apparent retaliation for Tuesday’s bombings in the Tal Afar.

There Shiite gunmen roaming the streets of the town northwest of Baghdad killed as many as 60 people in an apparent act of revenge over deadly truck bombings.

Official said Shiite militants and police attacked Sunni residents today, shooting at them and their homes.

A Sunni politician said the Iraqi army arrested 18 policemen, but he said the attackers included Shiite militiamen. He put the Sunni death toll at more than 60, but a senior hospital official in Tal Afar said it's 45, with four wounded.

The hospital official said the victims were men ages 15 to 60 and were killed with a shot to the back of the head.

Army troops eventually moved in to stop the violence, and there's now a curfew.
U.S. military foils insurgent attack

The U.S. military also reported American soldiers have foiled two suicide truck bombings against their base west of Baghdad and killed as many as 15 attackers.

The military said it was a two-pronged attack that took place just north of Karmah.

First, a water truck tried to drive into the base, but exploded when a U.S. soldier opened fire. That sparked a firefight with 30 insurgents, and that's when a dump truck tried to follow the same path as the water truck.

The driver of that truck was shot and the explosives blew up.

The military estimated it killed 15 insurgents in the fight and said eight U.S. soldiers were wounded.

In Washington, President Bush is again vowing to veto any Iraq war funding bill that includes a deadline for withdrawal.

The Democrat-led Senate narrowly defeated a Republican effort to strip the non-binding timeline from the $122 billion emergency spending bill.

The bill has a goal of a pullout by March of next year.

The House bill has a binding withdrawal date of September 2008.

Senate Majority Leader Harry Reid, D-Nev., said the 50-48 vote sends a message to Bush about the need for a new way forward in Iraq. But Senator John Warner, R-Va., said including the withdrawal date is "the bugle of retreat."

White House spokeswoman Dana Perino said the president is determined to give his troop buildup plan a fair chance.
