William R. Phillips, a former New York City police officer who was a star witness before a commission investigating police corruption in the 1970s, and who has since served 32 years in prison for murder, has been paroled, the authorities said yesterday. He is to be released on Nov. 9 from the Fishkill Correctional Facility.
Mr. Phillips, 77, who appeared before a three-member state parole board on Wednesday, was informed on Friday that his application for parole had been approved in a 2-to-1 vote, according to Mark E. Johnson, a spokesman for the state’s Division of Parole.

PC is facing jail for sex with
A long-serving policeman was today facing jail after he admitted sex offences against a child.
James Hunter, a police officer of 15 years, was due to go on trial yesterday accused of a string of offences against a 14-year-old girl from the Darlington area.
But the Stokesley-based beat bobby changed his plea ahead of the hearing and admitted one allegation of sexual activity with a child in a lane near Darlington football stadium.
He pleaded guilty to causing a child to look at a sex act and 15 charges of making indecent pictures and videos of a child between January 2005 and August last year.
Hunter, 47, of Colenso Street, Hartlepool, who is married with two teenage sons, asked to be locked up when he appeared at Teesside Crown Court yesterday.
The Crown accepted not guilty pleas to sexual grooming and another sexual activity with a child.
Prosecutor Shaun Dodds said: "The Crown are content to accept the pleas. We make a concession in relation to one sexual activity avoiding the girl having to come to court to give evidence."
The court was told Hunter videoed himself performing a sex act on the Internet for the teenager who he had told that he was a 45-year-old engineer living on Teesside.
When his home was raided officers found his computer showed he had been storing child sex photos and films since 2004.
Hunter's barrister Paul Currer said: "He has been on conditional bail. I am instructed on this occasion not to renew any application for bail."
Judge Tony Briggs withdrew bail for Hunter and remanded him in jail until April 10 for sentence.
A spokesman for North Yorkshire Police said Hunter had served with the force from 1991 before leaving in 2006.
He could add no further detail of when Hunter left the force, nor for how long he was with the force during the time the offences were committed. No disciplinary charges were brought against Hunter before his resignation.
