It is widely rumored that the Russian authorities are preparing for a major attack on corruption. Anton Ivanov, the chairman of the Supreme Court of Arbitration, said recently that judges would soon be instructed to declare their expenses.
A bill based on Western polling experience making amendments to the current law on the status of judges may be submitted to the State Duma by year-end. Judges will be instructed to report regularly on their personal relations, including with neighbors who may want to discuss "in a friendly way" the circumstances of a case with them.

Kissimmee Police Chief Under F
KISSIMMEE, Fla. -- A national group that represents Hispanic police officers is calling for an investigation of Kissimmee's police chief.
The group claims there's a conflict of interest because the chief also owns a traffic school and gets a profit from the people who are ticketed by Kissimmee police officers, WESH 2 News reported.
Kissimmee Police Chief Fran Iwanski declined to comment.
Critics said that Iwanski should not be running a business that earns her a living from people who are ticketed by her officers. In fact, officials said, three of her officers also work at her traffic school.
Iwanski has been the police chief for just five months, but already her integrity is being challenged.
"We're asking for an independent investigation," Jose Miranda with the National Latino Officers Association said.
He said he's received a complaint from a Hispanic officer that other officers may be gaining special benefits by referring business to the chief's other job -- the Orange-Osceola Safety Institute traffic school that she owns.
People who are ticketed pay to attend class to erase points from their licenses. A police spokeswoman said that three officers work at the school when off duty.
The NLOA said they sent city leaders a letter citing a "conflict of interest and a potential for abuse and misconduct."
"How is he or she supposed to maintain that integrity when the public at large is questioning their commander, their chief and how things are done?" Miranda said.
The American Civil Liberties Union said they are backing the association.
"The situation shouldn't even be taking place. The appearance of evil is there. The appearance of impropriety is there," George Crossley with the ACLU said.
Kissimmee Mayor Jim Swan said he has no problem with Iwanski's business and said he has seen no evidence that she's acting improperly.
