The police have launched an investigation into claims of inappropriate sexual behaviour by officers in the Bay of Plenty as recently as five years ago.

SAN FRANCISCO - San Francisco police Capt. Richard Bruce said today he had no idea his image was used in a controversial video until he saw his picture in the San Francisco Chronicle on Thursday.
`I did not participate in that video, nor did I have any knowledge of its content,'' Bruce said in a news conference today at his attorney's office.
The video footage made public Wednesday has drawn condemnation from San Francisco Mayor Gavin Newsom, police Chief Heather Fong and community organizations like Bay Area PoliceWatch, who have called it racist and sexist.
Bruce said the image of him rolling his tongue is an outtake from a training video sanctioned by Fong, who was a deputy chief at the time and his immediate superior.
`When I was involved with the shooting of that video, I would sometimes get tongue-tied and would roll my tongue to signify another take,'' Bruce said.
Bruce and his attorney, Jim Collins, pointed to stars on the collar of Bruce's uniform in the video that indicate the rank of commander. Bruce said he had not held that rank since October 2001.
Since Tuesday, when Fong said she was made aware of the controversial video footage, Bruce said he has not been contacted by police administration regarding his role in the videos.
`I am deeply disturbed that the mayor and the chief showed at a press conference that prominently features my image, and that neither took the five minutes it would have taken to ask me about my participation in the video,'' Bruce said.
Collins said that if Newsom and Fong were `decent human beings,'' they would publicly exonerate Bruce `with the same zeal'' with which they condemned the videos.
When asked about the possibility of legal action against the Police Department, Collins said it may not be necessary but he said, `There's a matter of decency involved here.''
Bruce is in the process of retiring from the Police Department. Some 20 officers are facing discipline in connection with the video footage.
