CHICAGO, July 19 — Special prosecutors said today that scores of criminal suspects were routinely tortured by police officers on the South Side in the 1970’s and 1980’s, but that extensive legal research convinced them that there was no way to skirt the statute of limitations preventing prosecution.

Nasir heads scam probes
A SENIOR police officer who was taken off investigations into the alleged agriculture scam is leading an anti-corruption body.
Assistant Superintendent of Police Nasir Ali now heads the anti-corruption commission.
It is expected to be a crucial part of the clean-up campaign' promised by interim Prime Minister Commodore Voreqe Bainimarama.
Deputy director of corporate communications- ASP Ulaiasi Ravulo said it followed close consultation between the military and police on ways to tackle corruption.
ASP Ali was taken of the agriculture scam case by former commissioner Andrew Hughes and disciplined.
He had to face a police tribunal after he interfered with the investigation into the scam but was cleared on insufficient evidence.
He was reinstated by the police and will lead the anti-corruption unit.
ASP Ali is in charge of a nine-member team that will be cracking down on corruption in all government bodies and organisations.
"All members of the unit have been long in service with a proven record in police investigations,'' said ASP Ravulo.
"The Commissioner promoted them,'' he said.
Police will soon release names of those in the anti-corruption body.
