Teaching new police techniques
BAGHDAD, Iraq A top U-S commander in Iraq says training for Iraqi police must cover ethics in a democratic society.
Army Lieutenant General Martin Dempsey is commander of the security transition team. He says reports about corruption reflect "some bad habits that have to be overcome."
At a news briefing on security training in Iraq, Dempsey said international teams are overseeing, mentoring and coaching Iraqis on how police work in a democracy.
Part of the problem stems from local police forces that are built from local ethnic groups. He says those police face conflicting loyalties, but he says progress is being made, especially at the local level.
