Zambia: Police Human Rights Tr

SINCE the transformation of the Zambia Police Force to the Zambia Police Service began, the institution has undergone considerable surgery.

People have spoken of changed officers in approach to the public, be it at roadblocks or over counters in police stations.

The police force was built on the concept of brutality, that is why there were persistent complaints on tactics used to extract information from suspects.

There were tales of beatings that amounted to torture. In short this was the concept aped from the then Eastern bloc countries which trained policemen and women moulding them into monsters.

The demands and spirit of the Police Service is completely different. It fosters community relations between the people and the police.

Whenever a member of the public meets a policeman or woman in darkness or a lonely place there should be no cause to be frightened.

It is with this background that the re-assurance by Home Affairs Minister, Ronnie Shikapwasha, of Government's commitment to promote human rights training in the service, should cheer many.

Much as there has been some level of reforms among the "cops", there is still much that needs to be done to complete the transformation.

Recently there has been raging controversies over the shooting of suspects by policemen. Sometimes innocent civilians are caught in the cross-fire, a development that prompted Inspector-General of Police, Ephraim Mateyo, to restrict the use of arms by his men on patrol.

Even with the transformation moves embarked on, there are still disturbing stories of either suspects dying in police cells or exhibits missing from police hands. This simply means that there is more work needed to be done to create a real police service.

There is no denying the fact that there are still some bad eggs, but these should not be allowed to impair the good moves embarked upon to cleanse the system.

Human rights training for the police is very critical, it is something that is imperative. As minister Shikapwasha observes, police should be protecting lives of people and not the other way round.
