Women tell of torture by Sadda
The first female witness in the trial of Saddam Hussein today described the torture and sexual assaults she says she suffered at the hands of Iraqi intelligence officers in the early 1980s.

Hidden behind a screen, her voice disguised, the woman recounted how she was arrested in a raid on the town of Dujail after an attempt on the life of Saddam in 1982.

Labor would split police watch

THE controversial supervisory role of Victoria Police would be dramatically reshaped by a re-elected Bracks Government, with the state's top watchdog bodies split.

A senior Government source has told The Sunday Age that the controversial dual role of Director of Police Integrity and ombudsman would be separated soon after the election if Labor won. The aim of the split would be to create a simpler complaints and supervision hierarchy for the state's police force.

According to the source, the ombudsman's office would regain its overall supervisory and appeals role, including responsibility for monitoring the Office of Police Integrity.

In September, the Office of Police Integrity (OPI) was involved in controversy after it held public hearings questioning members of the disbanded armed offenders squad about police interrogation techniques.

The hearings followed an embarrassing bungle last year when the confidential police files of more than 400 people were mistakenly sent to a private citizen by the OPI.

The Police Association has been particularly critical of the OPI, with the association's secretary, Paul Mullet, calling the public hearings "a show trial, a Spanish Inquisition … trying to embarrass and humiliate our members".

Senior Sergeant Mullet welcomed the splitting of the roles but said more changes were needed. "It is a step in the right direction but we would want to have further discussions on the framework," he said.

The Opposition has pledged to abolish the Commissioner, the OPI and the Special Investigations Monitor and create a single police oversight body if elected.

Liberal Party police spokesman Kim Wells welcomed the changes.

"When the Bracks Government announced this model in June 2004, the Liberal Party was strongly critical of it because it was illogical that the same person was the ombudsman and the director of the OPI," he said.

"Twelve months later, when the OPI released hundreds and hundreds of LEAP files to a woman in country Victoria, the Opposition were in an impossible situation because we couldn't raise our concerns with the director of the OPI or the ombudsman because it was the same person," Mr Wells said.
