Police Commissioner Howard Broad was "foolish" to drink and drive when he was a detective inspector in 1992, but there was no evidence that he "pulled rank" and refused a breath test, the Independent Police Conduct Authority has found.

Nqakula promises major police

A major shake-up at police stations, state-of-the-art technology, many arrests and the expected relocation of metro police under one command are part of the latest assault on crime promised by Safety and Security Minister Charles Nqakula.

After meeting with safety MECs and police chiefs in Pretoria on Monday, Nqakula said he would table legislation next year to have one police force under national Commissioner Jackie Selebi.

"We need legislation to place all people who are involved in policing under the same command and control as part of the South African Police Service.

'This is going to mean that our courts are going to be clogged up'
"That is going to happen. I am sure by next year we will (table) necessary legislation to amend the SAPS Act to accommodate this aspect," he said.

He later said this had been approved at a Cabinet lekgotla in January.
