City plans review of cop train

ONEONTA, City officials plan to review of the Oneonta Police Department's policies and training in the wake of two resignations related to alleged conduct "unbecoming an officer."

The two officers, Sgt. Andrew Barber and Joseph Stockdale, resigned a week ago. A third officer, said by sources to be Daniel Fetterman, is on paid administrative leave.

Sources close to the matter said the former officers and Fetterman are connected to on-duty sexual activity with young women on city property.

Newspaper ad calls for reports

LAKE GENEVA-An ad in a Lake Geneva-area newspaper is calling for people who have been "victimized or abused by police or county sheriffs or by the Walworth County Jail" to speak out.

The ad lists a Las Vegas telephone number and e-mail address to Redress Inc., a non-profit corporation "created to combat corruption," according to the organization's Web site.

The group formed "to serve people traumatized by the American justice system and by corruption or incompetence by those in positions of authority," including judges, lawyers, law enforcement agents, social help programs and federal programs, according to the site.

The Janesville Gazette was not able to contact the organization for comment.

The ad says Redress is "currently investigating allegations of civil rights violations by certain municipalities." No area municipalities are named in the ad or on the organization's Web site.

"It almost seems like it's a fishing expedition," Walworth County Sheriff David Graves said. He said he has no idea what information the group is seeking, or if it is a broad ad that has reached other communities.

Undersheriff Kurt Picknell believes the group is looking for responses from many areas.

"It says they're currently investigating civil rights violations. There are no police departments being accused locally that we are aware of," Picknell said.

Lake Geneva Regional News General Manager Doug Bearder said the ad buyer may be targeting the Fontana Police Department and the county sheriff's department. He said the ad was purchased through the Kenosha News, which owns the Regional News.

Fontana Police Chief Steve Olson believes Redress took out the ad at the prodding of a local couple who doesn't believe in the authority of the United States government, law enforcement agencies or the legal system.

He said the ads started to appear a short time after police had a run-in with the couple.

Both Fontana police and the sheriff's department have had contact with the couple, Olson said.

The phone number listed in the ad also appears on a Web site about "legal abuse syndrome," an alleged post-traumatic stress disorder that develops in individuals dealing with abusive court settings.
