Kremlin Offers Bills Targeting

Nazi admirers will get tougher punishments, political parties will be asked to defend tolerance and journalists are to hew to a new ethics code when covering ethnic and religious conflicts under a raft of new Kremlin initiatives.

The initiatives, pushed by the Interior Ministry and the Public Chamber, are meant to counter a recent spike in extremist violence.
