Police to hand over info on al

POLICE Chief Lucius Thomas was asked Monday to recall, with immediate effect, all firearm licences booklets which have been unused and not yet issued and also to obtain from all appropriate authorities, information on all firearm user licences currently being processed.
The information is to be submitted to the new Firearm Licensing Authority within 10 working days.

Permanent secretary in the security ministry, Gilbert Scott, acting on behalf of the authority, has also written to the Commissioner of Inland Revenue requesting that no more firearm licence fees be collected until further notice.

The authority, which has taken over the granting of firearm licences and permits from the police, held its first meeting last Friday.

For years there have been allegations of corruption involving police personnel in the granting of firearm licences and permits, with 'shady characters' being allowed to carry legal weapons.

The administration turned to the civilian authority in what it called its plan to "bring efficiency and integrity to the process" of granting of firearm licences.

In 2002, following a request from Jamaica Labour Party (JLP) shadow spokesman on national security Derrick Smith for an investigation into the issuing of gun licences, then police commissioner Francis Forbes ordered an audit of all gun licences.

Smith said that prior to the 2002 general election, he had turned over evidence of licences illegally issued by lawmen, including to known criminals.

The probe eventually centered around the St Andrew North (Constant Spring) Division where there were allegations of rampant corruption.
More than 300 firearms were confiscated during the probe. But Forbes, before demiting office in January 2005, complained that he was making no headway in determining the police culprits.

The Independent Central Firearm Licensing Authority will act as the body charged with the granting of firearm licences in Jamaica, effectively removing this function from the police.
In the event that an application is rejected, applicants may appeal to a Review Board chaired by Justice Clarence Walker.
