Bulgaria faces uphill fight ag
Boris Velchev took over as Bulgaria's senior prosecutor yesterday, with a brief to reduce corruption in the police and judiciary and tame organised crime.

Unless Bulgaria makes significant progress on tackling crime and corruption, its membership of the European Union may be delayed.

Mr Velchev, an academic specialist in criminal law who has not previously worked in the judicial system, says his priority will be to tackle corruption.

Top Asian policeman suspended

THE country's most senior Asian police officer pledged to step up his legal efforts against the Metropolitan Police yesterday after he was suspended.

Tarique Ghaffur was sent on gardening leave by Metropolitan Police Commissioner Sir Ian Blair, who criticised his media campaign against the force.

But in a statement released by his solicitors, the Assistant Commissioner accused the Met of committing "wilful acts of victimisation" against him because of his complaints of racism.

He said the Met informed him in a letter that it had decided to investigate complaints made against him by Deputy Commissioner Sir Paul Stephenson, but told him in the letter he would not be suspended.

Then yesterday he was told he would be "temporarily relieved of his duties" he said.

Sir Paul complained to the Metropolitan Police Authority's professional standards cases sub-committee about Mr Ghaffur at an extraordinary meeting on Monday.

He asked the committee to consider whether by calling a press conference on 28 August Mr Ghaffur had been guilty of misconduct.

The committee found there were potential grounds for misconduct and will appoint a chief constable to investigate. But its members found the grounds for suspension had not been met, prompting surprise at yesterday's move.
