Warren Police Officer In More

A Warren police officer already under investigation for allegedly using a taser numerous times during the arrest of a Howland woman, now faces serious charges in connection to another complaint. Peggy Sinkovich talked to city officials about a complaint filed by a 23-year-old man against Officer Richard Kovach.

The complaint, filed by Tim Brown II, accuses Police Officer Richard Kovach of violating his constiutional rights when he was pulled over August 23rd. An internal affairs report released Tuesday, states Kovach is now facing administrative charges, concurring with Brown's complaint. Accusing him of violating the canons of police ethics and failing to follow departmental policies.

Safety Service Director Doug Franklinm says, "To protect citizens you have to acknowledge their constitutional rights, those are the most serious charges against mr. Kovach in this investigation, we always have training for officers to have the knowledge of constitutional rights." Kovach has been on paid administrative leave. Since September. Brown, the son of a Warren Police Officer, says he knew police were looking for his step brother but was surprised when Kovach pulled him over. As you can hear from this dash camera video, moments after the stop, police were advised they had the wrong man, while other officers left the scene, Kovach searched brown's car. Even after Brown says he told the officer not to, Kovach denies that in his report of the incident.

Warren Mayor Mike O'Brien says, "Very serious accusations and claims and this officer will have his due process, first is step one with the police chief." Officer Kovach will have his hearing Thursday, and during that time he will be able to give the chief his side of the story.
