Merger plan to set up crime co

A MERGER of the police Anti-Corruption Branch, the Ombudsman and the Police Complaints Authority has been proposed in a push to establish a new independent crime commission.

Victims' Rights Commissioner Michael O'Connell said yesterday that calls for a new anti-corruption commission could not be ignored.

"As well as victims of conventional crimes, the international declaration on victims' rights covers victims of abuse of power and victims of corrupt public officials," he said. "There is an argument that establishing an independent commission to deal with abuse of power complaints is another way to strengthen victims' rights."

But Attorney-General Michael Atkinson has warned a special commission is unlikely because of huge costs involved.

Mr Atkinson said yesterday he was arranging to meet the retiring Auditor-General, Ken MacPherson, who had identified gaps in the present legal system which had to be filled by a more powerful independent body.

"We don't have the mechanism which would enable us to deal with the types of issues identified in some other jurisdictions, such as recently occurred in Western Australia," he said.

Mr Atkinson said interstate commissions cost up to $30 million a year.

While Labor Senator Linda Kirk said it was time for a full community debate on the issue, the move also has the strong support of civil libertarians.

Mr Atkinson said bodies like the ACB and the PCA could investigate corruption allegations. "It may well be a case of identifying the gaps referred to by Mr MacPherson and having them covered by existing institutions," Mr Atkinson said.

No Pokies MLC Nick Xenophon said he had discussed the issue with Mr MacPherson and would draft legislation which he believed would cover the issues raised by the Auditor-General.

Opposition Leader Iain Evans said the Liberals had gone to the last election with a policy of investigating whether an ICAC-type body was needed and recent incidents in WA "have us looking further at it".

SA Council of Civil Liberties chairman George Mancini said the state needed a properly equipped, well-resourced body that could demonstrate to the community that corruption was going to be investigated.

"If you don't have a strong independent commission, for all you know there are people already out there getting away with corrupt activities," he said.

A spokeswoman for Police Commissioner Mal Hyde said there would be no comment on the issue. Law Society president Margaret Kelly said it was too significant an issue to make any comment at this stage.
