Security plan aims to instill

Returning the fight against crime to the political front-burner, President Calderón unveiled his administration´s security plan Wednesday.
The administration will implement a new nationwide communications system and seek to bring the various federal law enforcement agencies under one central command.

The president also promised to "apply strict controls" on police behavior and take measures to foment a culture of ethics and honesty among cops at all jurisdictional levels.

"Society is fed up with insecurity," Calderón said during a speech at the Public Security Secretariat in Mexico City.

"My administration is absolutely determined to fight it and defeat it," he added.

The plan, officially dubbed the "Integrated Strategy for Preventing and Combating Crime," is aimed at both street crime and organized crime, but the president made it clear that drug traffickers are his primary target.

"We´re not going to leave our lives and our nation in the hands of criminals, much less give in to those who are trying to poison the minds and souls of our young people through violence and drug addiction," he said.

Since taking office Dec. 1, Calderón has sent military personnel to various states plagued by a violent drug cartel presence.

On Wednesday, however, no mention of the military was made.

In announcing the plan, the president reiterated several themes from past speeches.

One is that widespread crime of all types threatens the concept of "public space" in the republic.

"The aim is to ... gradually recover the streets, plazas, towns and cities in our beloved Mexico for Mexicans," he said. "Mexico should be a country of public spaces for its inhabitants, not of territory for criminals."

Another theme was that the effort to fight crime will require patience and sacrifice.

"We know that the struggle against crime is a tough one that has already cost money, will take time, and, unfortunately, will continue to claim human lives," he said, later adding, "The fight isn´t for 100 days; it´s permanent."

The latter was a reference to Calderón´s completion this coming Saturday of his first 100 days in office, a traditional report card date for a new president, at least in the media.

The president didn´t shy away Wednesday from using language that emphasized his administration´s achievements, even naming by number the security-related promises "completed" within 100 days by the implementation of the anti-crime plan.

The principle feature of the plan, announced by Public Security Secretary Genaro García Luna, is a modernized communications system that will link law enforcement agencies not only across the nation but across jurisdictional levels.

Federal, state and local police will have instant access to any crime information they need, via updated communications technology that delivers text, voice and video.

The plan also calls for a vastly expanded database to feed into the system.

Dubbed "Platform Mexico," the communications advance would help overcome a traditional crime-fighting obstacle - separate jurisdictions´ reluctance to cooperate with one another.

It also would take a bite out of crime organizations´ technology advantage.

"Given that crime organizations use the most advanced technology to act without borders, it´s essential that the government has adequate tools to confront them," García Luna said.

The consolidation of federal law enforcement agencies has been much talked about, but now appears to be in the works.

Again, the goal is to increase inter-jurisdictional communication and cooperation, García Luna said.

The two major agencies affected are the Federal Preventive Police (PFP) and the Federal Investigation Agency (AFI).

Calderón called for all parties to put politics aside and back the plan. Much of his speech focused on citizen involvement, proposing closer cop-community relationships, a "safe-schools" campaign run by parents and teachers, and more rehabilitation programs for addicts.

He also announced an information offensive, which will use the media, churches, civic organizations and businesses to spread an anti-crime message.

"We´re going to promote a culture of legality," he said.
