Prosecutor questions 2 police

CAIRO, Egypt: Two police officers are being questioned over allegations of sexually assaulting a prisoner, Egyptian security officers said Tuesday about the case that has sparked a public uproar.

Islam Nabih, an officer and Reda Fathi, a noncommissioned officer were ordered held in police custody for four days while prosecutors question them, two security officers said on condition of anonymity because they are not permitted to speak to the media.

They said the police officers are being questioned about the claims that they tortured and sexually abused a prisoner.

Earlier this month, several Egyptian bloggers posted a video showing a man naked from the waist down while being sodomized with a stick. As he screamed in pain, those around him, whose faces are not visible, ridiculed him.

The man was later indentified as Imad al-Kabir, a bus driver, and human rights groups said the incident took place in January 2006 at a police station in Bulaq al-Dakrur, a low income neighborhood in Cairo, the Egyptian capital. They said al-Kabir was detained and beaten for intervening to stop an argument between his brother and police officers.

Nasser Amin, a lawyer and director for the Center for the Independence of the Judiciary and Legal Profession, said technical experts consulted by the prosecutors identified the voices of the men in the video as those of Nabih and Fathi.

"This is a major step to bring police officers accused of torture to justice.They should receive a just sentence equal to their crime," said Amin.

Rights groups protested the incidents and appealed to Egyptian President Hosni Mubarak in their calls for an inquiry.

Rights groups say torture, including sexual abuse, is routinely used in police stations and in the interrogation of prisoners, but the government denies it is systematic. In recent years, the Ministry of Interior, which supervises detention facilities has investigated many officers on allegations of torture. Some officers have been indicted, convicted and received prison sentences.
